Every development begins long before the first foundation is poured — it starts with clear title. Bring your project to CCTE and you get builder & developer pricing on every file: filed rates roughly 50% off standard on qualifying policies, a matching discount on our closing fee, and 20+ years of regional expertise across 20,000+ closings.

How our developer pricing works

  • Layer 1 — Underwriter builder & developer ratesFiled with the Colorado Division of Insurance — real rates, not negotiations. Filed builder, developer, and subdivider rates apply across acquisition, holding, and end-buyer sales.
  • Layer 2 — CCTE’s builder & developer closing feeA separate filed closing fee for builder and developer transactions — our standing policy on every qualifying file.

How the two programs compare

  • WestcorQualifies at builder, developer, or subdivider with 3+ parcels, with no project-size cap. Filed rate is approximately 50% of standard basic rates on qualifying policies.
  • First AmericanQualifies for residential development of 20 lots or fewer. Filed rate is approximately 58% of standard basic rates, within the 20-lot cap.
Two respected underwriters, one call to make. First American is the national category leader; Westcor is independent, nimble, and agency-focused. Each runs its own program — the right fit depends on your project, and we know which is which.

Why developers bring their work to us

  • Deep regional expertise. Mining claims, old surveys, missing heirs, complex chains of title — our title team has navigated them all.
  • We know the programs cold. Westcor, First American — we know which fits your project and how to land it.
  • Across the full lifecycle. From land acquisition through plat approval to end-buyer closings — we’re with you at every phase.
  • One team, three offices. Salida, Buena Vista, Westcliffe, and beyond — we close where you need us.

Common questions

How much do builder and developer rates actually save?

A lot — filed rates land well below standard basic rates. Westcor’s rate is about 50% of standard (roughly half off); First American’s is about 58% of standard, within its 20-lot cap. CCTE also applies a matching discount on the closing fee. These are filed rates approved by the Colorado Division of Insurance — real rates, not negotiations.

Which underwriter’s program fits my project?

Westcor qualifies a builder, developer, or subdivider with 3+ parcels and has no project-size cap. First American covers residential development of 20 lots or fewer. The right fit depends on your project — we’ll tell you which is which.

Does the pricing cover the whole project, or just end-buyer sales?

The full lifecycle. Filed builder, developer, and subdivider rates apply across acquisition, holding, and end-buyer sales — so you get the program pricing at every phase.
